The Private Education Act was gazetted in October 2009 to provide for establishment of the Council for Private Education (CPE), with legislative powers to regulate the private education sector more effectively. CPE has implemented a mandatory registration tier to enhance the private education standards and a voluntary quality assurance framework known as EduTrust, for schools who wish to recruit foreign students.

Under the EduTrust Certification scheme, private education institutes must adopt the Fee Protection Scheme (FPS) with CPE-appointed service providers and provide medical insurance coverage for hospitalization and related medical treatment for the entire course duration. 

EduTrust is a voluntary certification scheme that helps to distinguish higher quality players in Singapore’s private education industry.

Although it is a voluntary scheme, it is one of the pre-requisites which private education institutions that enrol international students must meet to qualify for the issue of Student Passes, as stipulated by the Immigration and Checkpoints Authority (ICA).
